Working in the Non-IT Contracts Bureau allows you to additionally learn about other areas within the administrative field, including accounting and budgeting, that will help you begin or further your career with the State of California.

This position is eligible for telework up to three (3) days a week and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

The California Department of Social Services, Contracts and Procurement Services Branch, Non-IT Contracts Bureau, has an immediate opening for a Staff Services Analyst (SSA) position. For the purposes of recruitment, we will consider filling the position at the SSA or Associate Governmental Program Analyst (AGPA) classification. Persons currently in the classification eligible to transfer, lateral transfers, voluntary demotions, reinstatements, those eligible for appointment from a certification list and employees on a DROA/SROA/Surplus appointment list may apply. Only the most qualified will be interviewed. The SROA/Surplus applicants must attach a copy of their letter.

Under the direction of the Unit Manager (Staff Services Manager I), the analyst performs a variety of responsibilities, including but not limited to: working closely with contract managers to develop, execute, and amend contracts; reviewing and processing contracts; and working within the statewide financial system (FI$Cal). The analyst will work within procurement laws and policies using tools such as State Contracting Manual, State Administrative Manual, Government Code, Public Contract Code, Memorandums, Broadcast Bulletins, State Contract Advisory Network meetings, the Financial Information System for California (FI$Cal), Microsoft Office Suite, and other Non-IT Contracts Bureau policies and procedure.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment.

Working Conditions

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position is eligible for  hybrid work  in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent  will  be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.  The successful candidate must reside in California upon appointment.
