We are seeking a Civil/Site Division Manager to join a growing team as a hands-on Project Manager as a full-time position in New York, NY. In this role, you'll lead diverse multi-discipline design projects, working on both public and private site development projects. You'll also collaborate with municipal clients across different markets, gaining invaluable experience while making a real impact.
Primary Responsibilities
- Participate in identifying and pursuing new clients as well as developing additional work within an existing network of clients.
- Lead business development efforts by leveraging existing NYC/NJ market knowledge, professional network, and client relationships.
- Oversee and manage junior and senior staff for specific project assignments, including training and mentoring staff members.
- Participate in interviewing and hiring new staff.
- Supervise field activities, including interpreting field conditions and laboratory analytical results.
- Effectively organize, write, and edit reports, draft proposals, and other documentation.
- Coordinate different work groups within the same or different office locations and disciplines (as needed).
- Collaborate closely with other Pennoni disciplines (structural, geotechnical, transportation, environmental) on integrated project delivery.
- Interact effectively and professionally with clients, subcontractors, staff, and project personnel.
- Manage project billings and assist in payment collections as needed.
- Oversee the development of Land Development Plans, including preparation of engineering design drawings, technical specifications, and engineering reports (from schematic design through construction).
- Coordinate permits and land development applications for review and approval from regulatory agencies.
- Attend meetings and participate in planning/zoning board meetings.
- Assign tasks to design staff and provide mentorship and guidance in developing stormwater management strategies, utility coordination, and erosion & sediment control design.
- Serve as the face of the Civil/Site Division in NYC, representing the firm at industry and community events.
- Champion staff development by providing mentorship, structured career growth opportunities, and succession planning within the division.
Basic Requirements
- Bachelors degree in Civil Engineering (or a related discipline).
- 10+ years of professional experience in engineering (preferably with land development design projects).
- Professional Engineer (PE) license in New York.
- Ability to obtain reciprocity for PE licensure in NY within a short timeframe (if currently licensed in NJ/CT).
- Proven ability to lead both technical design delivery and client development activities simultaneously.
Preferred Qualifications
- Comprehensive knowledge of engineering principles, practices, and methods required for planning, managing, designing, and constructing complex public and private projects.
- Expertise with civil site development best practices, including layout, grading, stormwater management, utilities, roadway design, signage standards, erosion control, regulatory approvals, and construction processes.
- Strong knowledge of land-use planning principles and regulatory compliance at the local, county, and state level.
- Experience designing stormwater management plans; proficiency with hydrology and hydraulics (H&H) modeling tools such as HydroCAD or Hydraflow preferred.
- Proficiency with engineering and CADD tools; expertise in AutoCAD Civil 3D preferred.
- Strong Microsoft Office skills (Outlook, Word, Excel, PowerPoint).
- Proven leadership skills with the ability to effectively manage staff.
- Demonstrated success managing projects by multi-tasking and prioritizing to meet multiple schedules and budgets.
- Strong external stakeholder engagement skills with the ability to build and maintain excellent client and contractor relationships.
- Strong network with NYC municipal agencies, zoning boards, and private developers, with a track record of navigating local regulatory processes.
- Experience pursuing and winning new business, including proposal development and presentations.
- Demonstrated ability to attract, develop, and retain top engineering talent in a competitive NYC market.
- Strategic thinking skills with the ability to integrate various design disciplines to meet overarching project goals.
- Highly motivated, organized, and detail-oriented professional demeanor.
- Ability to thrive in a dynamic and challenging team environment while also working independently.
- Excellent time management, verbal/written communication, and public speaking/presentation skills.
