Job Title: Business Analyst 3
Location: 701 W. 51st, Austin, TX 78751
Work Type: Onsite (Local candidates only – within 50 miles)
Duration: 12 months (Possible extension)
Key Responsibilities
Review, analyze, and evaluate business systems, processes, and user needs.
Develop detailed documentation including requirements, process flows, business rules, and functional specifications.
Facilitate meetings with business stakeholders to gather requirements and define project scope.
Produce as-is and to-be business process models to identify opportunities for operational efficiency.
Analyze program policies and procedures to determine impacts on automated systems and technology solutions.
Prepare reports, gap analyses, solution recommendations, and cost-benefit analyses (e.g., ROI, buy vs. build).
Support development of business analysis tools, templates, and standards.
Collaborate across multiple teams to coordinate and optimize program functions while ensuring alignment with agency goals.
Lead or assist with special projects assigned by agency leadership.
Provide progress reports, status updates, and present findings to management and executive leadership.
Minimum Required Skills & Experience
Required (Must Have)
8+ years researching, gathering, assembling, correlating, and analyzing system requirements; devising solutions; preparing concise reports; and solving complex, difficult problems with strong prioritization skills.
8+ years developing and presenting reports identifying functionality gaps and operational inefficiencies to executive stakeholders.
8+ years developing or contributing to as-is / to-be process models, mapping business processes, identifying process improvements, and planning operational enhancements.
8+ years analyzing program policies and procedures to determine their impact on automated systems and system functional areas.
8+ years collaborating with functional teams to understand current and future needs not met by existing processes and technology solutions.
Preferred (Nice to Have)
5+ years building strong relationships with project stakeholders with excellent communication and presentation skills; gathering, defining, and documenting business requirements.
5+ years developing strategic SDLC project materials including gap analyses, recommendations, roadmaps, requirements, design documents, test cases, and use cases.
1+ year UX design experience.
